What happened:
On September 20, 2026, U.S. Customs and Border Protection, within the Department of Homeland Security, issued a $20 million purchase order to advertising firm LMD Agency for television advertisements featuring President Donald Trump. According to reporting by The Washington Post, the Office of Management and Budget allocated the $20 million from a DHS budget line intended for commemorative events, including line-of-duty death memorials, agency anniversaries and commendation ceremonies. The advertisements featured Trump's political messaging and aired in the weeks before the November 3, 2026, midterm elections. On October 11, 2026, U.S. District Judge Jennifer Rochon issued a temporary restraining order blocking further use of the funds and requiring cancellation of remaining ad placements, finding that the plaintiffs were likely to succeed on the merits of their challenge.
