Well, probably not, but if you're a fan of both you'll enjoy (as explained by the artist) it, and many other great entries, the actual New Yorker Magazine Eustace Tilley contest.
The actual Watchman movie seems mired in legal troubles; it seems someone might not have cleared all the licensing to the title before filming. And now the (likely) owner of the title wants ... can you believe it ... money?
If you haven't read the original Watchman graphic novel, do yourself a favor and read the Watchman graphic novel. It set a new standard for superhero.
